Regulatory Timeline

Legalization Reform Enforcement Procedural
  1. FEB 7, 2026PROCEDURAL

    First municipally-owned dispensary opens

Anoka opens the first city-owned cannabis dispensary in the country. By early 2026 roughly 96 adult-use retail licenses were active statewide as the young market expanded quickly, with wholesale flower prices spiking above $4,500/lb amid supply shortages.

  2. SEP 16, 2025LEGALIZATION

    State-licensed adult-use sales begin

Licensed recreational sales launch nearly two years after possession became legal — one of the longest gaps of any legal state — following the OCM’s lengthy buildout of licensing and compliance systems.

  3. JUN 2025PROCEDURAL

First retail licenses via equity lottery

The Office of Cannabis Management awards the first adult-use retail licenses through a social-equity lottery, after formally taking over the medical program from the Department of Health in March 2025.

  4. AUG 1, 2023LEGALIZATION

    Tribal nations open first dispensaries

With state retail still years away, Red Lake Nation, Mille Lacs Band of Ojibwe, and White Earth Nation open dispensaries under tribal sovereign authority — the state’s first legal adult-use purchasing options.

  5. AUG 1, 2023LEGALIZATION

    Possession and home grow legal

HF 100 takes effect: adults 21+ may possess up to two ounces in public and two pounds at home, and grow up to eight plants. A new Office of Cannabis Management is created to regulate both adult-use and lower-potency hemp products.

  6. MAY 30, 2023LEGALIZATION

Walz signs HF 100 legalizing cannabis

Gov. Tim Walz signs the 300-page HF 100, making Minnesota the 23rd state to legalize adult-use cannabis, with possession provisions effective that August and commercial sales left to subsequent rulemaking.
