Adult-use retail sales begin
Vermont’s first three licensed stores open under the Cannabis Control Board — four years after possession became legal. The market developed a small-cultivator, craft-cannabis identity distinct from larger states.
- OCT 2020LEGALIZATION
S.54 authorizes retail; Control Board created
Gov. Phil Scott lets S.54 become law without his signature, finally authorizing a regulated adult-use market and creating the three-member Cannabis Control Board. A companion measure provided for automatic expungement of possession offenses.
- JAN 22, 2018LEGALIZATION
First state to legalize via legislature
Gov. Phil Scott signs H.511 (effective July 1, 2018), making Vermont the first state to legalize adult-use possession through the legislature rather than a ballot initiative. The law allowed possession and home grow but explicitly barred commercial sales.
- 2004LEGALIZATION
Medical cannabis legalized
The legislature passes S.76 (Act 86 framework), establishing the Vermont Marijuana Registry and removing penalties for qualifying patients — enacted without the governor’s signature.
