    Possession legal; Amendment 3 takes effect

    Adults 21+ may possess up to three ounces and home-cultivate with a registration card. Because legalization is enshrined in the state constitution, the legislature cannot amend or repeal it — only another voter amendment can.

    Voters approve Amendment 3

    Missouri voters legalize adult-use cannabis 53% to 47% via constitutional amendment, also creating an equity-focused microbusiness license category and a 6% retail excise tax.

    Medical cannabis sales begin

    Missouri’s first licensed medical cannabis sales launch, building the dispensary and cultivation infrastructure later converted to adult-use.
